Kill the Lamang Armed Forces Commander at Fort Narith.
Generally found at HQ but have also seen him in other areas of the base. There also seem to be potentially more than 1 spawn for him, as well as having a chance of more than 1 being spawned at the same time (have come across 3 different ones during the same run in there, but all were in different areas of the base).
HQ Seem to be the most common place for him and is likely a 100% spawn location whenever the HQ resets. Other locations seem to be more rare spawns.
He can be recognize by using an suppressed AK-74M with Elcan Specter-sight, Black beret and green Aviator-glasses.

Too make it easier to reach the location, move in from the south and clear any resistance.
Upon reaching the houses before going out into the open, engage the UNLRA HQ from across the water and take cover in-between shots.
You will be able to clear out a lot of them from cover, while the rest of them will push out towards you.
Take your time, make sure to have extra mags topped-off and have a few grenades with you.
If you play it right and don't rush it, you can easily take care of any hostiles that would otherwise see you moving out too the location.

Head into Midnight Sapphire Hotel (171 166) and go through the door behind the reception desk and take the first door onto the right into a supply room. Use the key on the door in there to enter a CCTV room where there is a document for you to look at. Then go to 171 169 and enter the blood stained room in the hotel facilities (no key required for this part)
